DBN V.2.3-15: clauses on ventilation and smoke extraction
| Clause | Requirement (abridged) |
|---|---|
| 8.29 | Enclosed garages are fitted with supply and exhaust ventilation designed to dilute harmful emissions to permissible concentrations; air is extracted equally from the upper and lower zones. In underground garages, separate ventilation systems, including smoke ventilation, are provided for each floor. Open garages do not require ventilation |
| 8.31 | Enclosed garages are fitted with CO concentration monitors with an alarm in a room staffed 24 hours a day; ventilation switches on automatically on their signal |
| 8.32 | Fire dampers — with a fire resistance of at least EI 60, with automatic, remote and manual control |
| 8.33 | Smoke ventilation is mandatory for the parking areas of underground and enclosed above-ground garages and for isolated ramps. Jet fan (impulse) smoke extraction systems may be provided for enclosed above-ground garages, provided that their effectiveness is confirmed by calculations (Amendment No. 3) |
| 8.34 | Mechanical smoke extraction — through shafts; flow rates and the number of shafts and dampers are determined by calculation; in underground garages, one smoke intake device serves no more than 900 m² |
| 8.36 | During a fire, general ventilation is switched off; smoke extract ventilation switches on before supply ventilation |
| 8.37 | Smoke protection systems have automatic, remote and manual start |
| 8.38 | Elements of smoke protection systems — in accordance with DBN V.2.5-56 |
| 8.43 | CO sensors and smoke ventilation systems are powered according to category I of power supply reliability |
| 8.50 | Underground garages are fitted with automatic fire extinguishing installations, with the exceptions defined by the norm |
Amendment No. 3 was approved by order No. 366 of the Ministry for Communities and Territories Development (Minregion) of 30.12.2021; it was this amendment that added the provision on jet fan smoke extraction to clause 8.33. The consolidated text with all three amendments is published on the e-construction.gov.ua portal.
DBN V.2.5-56: smoke protection
- Clause 10.2.2. Smoke protection systems are designed according to the type of building (for garages, taking DBN V.2.3-15 into account) and the DSTU EN 54 and EN 12101 series of standards.
- Clause 10.7.1. Smoke extraction ducts have specified fire resistance classes — from EI 30 to EI 180 depending on the installation conditions.
- Clause 10.7.2. “Fans of mechanical smoke and heat exhaust systems must be of a design complying with EN 12101-3”.
Amendment No. 2 to DBN V.2.5-56 has been in force since 1 March 2026; the consolidated text is on e-construction.gov.ua.
New standards of 2026
DSTU EN 12101-3:2017 — smoke extraction fans
It came into force on 1 June 2026. The standard is identical to EN 12101-3:2015: it applies to fans for removing smoke and heat, including jet fans, and classifies them by temperature and minimum operating time. Previously, Ukraine applied DSTU EN 12101-3:2014, adopted on the basis of EN 12101-3:2002.
| Class | Temperature | Minimum operating time |
|---|---|---|
| F200 | 200 °C | 120 min |
| F300 | 300 °C | 60 min |
| F400 | 400 °C | 120 min |
| F600 | 600 °C | 60 min |
| F842 | 842 °C | 30 min |
Wolter jet fans and axial fans have been tested to EN 12101-3 for operation at 300 °C and 400 °C for 120 min — see Wolter smoke exhaust fans.
DSTU CEN/TS 12101-11:2026 — jet fan systems in enclosed car parks
It came into force on 1 August 2026 (order No. 61 of DP “UkrNDNC” — the State Enterprise “Ukrainian Research and Training Centre for Standardisation, Certification and Quality Problems”, the national standardisation body — of 30.03.2026); identical to CEN/TS 12101-11:2022. This is the first national document devoted specifically to mechanical smoke and heat exhaust systems with horizontal flows, that is, jet fan systems, in enclosed car parks. Together with the requirement of clause 8.33 of DBN V.2.3-15 to confirm the effectiveness of jet fan (impulse) smoke extraction by calculations, it forms the methodological basis for the design and expert review of such systems.
What the standards do not contain
- A universal air change rate for a car park. DBN V.2.3-15 phrases the requirement as the dilution of harmful emissions to permissible concentrations (clause 8.29), so flow rates are determined by calculation.
- A “one CO sensor per 200 m²” rule. This rule is often found on the internet, but it is not a requirement of DBN V.2.3-15; the number and placement of sensors are justified by the design.
- Permission to replace fire extinguishing with ventilation. For underground garages, automatic fire extinguishing is mandatory regardless of the type of ventilation (clause 8.50).
