Market and projects
Azerbaijan carried out AZN 14.45 billion of construction work in 2025 (14.26 billion in 2024), 68.8% of it by the private sector (State Statistical Committee). Baku is home to Wolter reference projects with jet-fan car park ventilation, SOCAR Tower and the Marriott hotel.
Codes and approvals
Azerbaijan’s car-park design norm is the Azerbaijani translation of the interstate norm MSN 2.02-05-2000; ventilation is governed by the national norm AzDTN 2.12-2*:
- AzDTN 2.7-1 “Car parks” — the Azerbaijani translation of the interstate norm MSN 2.02-05-2000 (State Committee for Urban Planning and Architecture order No. 63 of 1 Jun 2010, Amendment No. 1 of 30 Sep 2014) — official text: smoke exhaust from car storage areas and isolated ramps, as a rule mechanical through exhaust shafts (§ 6.15–6.16), with no more than 900 m² of smoke zone per shaft per storey and flow rates by calculation; CO meters with alarms in a room staffed around the clock (§ 6.13); automatic extinguishing in underground car parks regardless of the number of storeys (§ 6.29); fire automation equipment needs fire-safety certificates (§ 6.28)
- AzDTN 2.12-2 “Heating, ventilation and air conditioning”* (in force from 6 Sep 2017, 2025 edition) — official text: smoke exhaust uses radial (centrifugal) fans; pressurisation may use radial or axial fans (cl. 8.11(a), 8.18(a))
- Law on Fire Safety No. 313-IQ (10 Jun 1997) — official text: the list of fire-safety products subject to mandatory certification, and the procedure, are set by the relevant executive authority (Art. 22)
Azerbaijani norms do not mention jet fans: smoke exhaust is described as mechanical extraction through shafts, and the ventilation norm names only radial (centrifugal) fans for smoke exhaust. A jet-fan system therefore has to be justified in the design documentation; we prepare the calculations and CFD modelling for that.
Fire authority: Ministry of Emergency Situations (FHN).
Equipment documents
Azerbaijan is not an EAEU member and has its own conformity assessment system. Foreign conformity documents are recognised under international treaties (Law on Technical Regulation of 2019, Art. 13.11), and fire automation equipment must have fire-safety certificates (AzDTN 2.7-1, § 6.28). We confirm the document requirements for the fans before delivery on each project.
Design considerations
An underground car park may have no more than 900 m² of smoke zone per shaft on each storey; extraction starts before supply and general ventilation shuts down in a fire (§ 6.18). Open car parks need no smoke or ventilation system (§ 5.46).
How we work
Jetfans engineers handle selection, calculations and CFD remotely and prepare documentation in English and Russian; on site we work with local installation partners. Equipment from Germany and Korea is delivered to the construction schedule. We are looking for distributors and installers in Azerbaijan.
