Market and projects

Construction output in Romania grew 8.0% in 2025 after a 5.8% fall in 2024 (Eurostat).

Codes and approvals

Romania has a dedicated fire-safety code for underground car parks (NP 127:2009); CO-controlled ventilation and air-change rates are set by the car-park design code:

  • NP 127:2009 — fire-safety code for underground car parks (Normativ de securitate la incendiu a parcajelor subterane pentru autoturisme) (orders MDRL No. 1.078/2009 and MAI No. 326/2009, not amended) — official text: applies to underground car parks for more than 10 cars; smoke exhaust is mandatory (Art. 111), natural only for car parks of up to two levels (Art. 114), otherwise mechanical at no less than 600 m³/h per car with sprinklers and 900 m³/h without (Art. 117), with mechanical make-up air at 75% ± 10% of the extract (Art. 118); exhaust fans F400 120 to SR EN 12101-3, F200 120 if sprinklered, smoke-directing fans inside the car park F300 120 (Art. 132); sprinklers in all size classes P1–P4, with exceptions for small residential car parks (Art. 153)
  • NP 24-2022 — car-park design code (MDLPA order No. 172/2023, in force from 10 Mar 2023) — official text: car parks for more than 100 vehicles need permanent automatic CO measurement that starts mechanical ventilation; limits of 30 ppm (8-hour average), 90 ppm (15 minutes) and 200 ppm (peak); at least 3 air changes per hour and 10 m³/h of outdoor air per m² of parking area (§ 4.3.1.2)
  • P 118/1-2025 — fire safety of buildings (MDLPA order No. 267/2025, in force from 8 May 2025, replacing P 118-1999) — official text: do not apply to projects that were already in design, or held an urbanism certificate or building permit, when the order took effect (Art. 2 of the order)

Romanian rules explicitly allow jet (impulse) fans, in addition to mechanical extraction, to push smoke towards the exhaust points (NP 127, Art. 111(3)). The code has no calculation-based (CFD) route: systems it does not describe are allowed only with a national technical approval (agrement tehnic, Art. 111(2)).

Fire authority: General Inspectorate for Emergency Situations (IGSU).

Equipment documents

Wolter smoke exhaust fans are supplied with CE marking and a Declaration of Performance (DoP) under the Construction Products Regulation (EU) No 305/2011: they are tested to EN 12101-3, and factory production control is supervised by the notified body MPA Braunschweig.

The declaration of performance and accompanying documents are passed down the supply chain in Romanian (Government Decision HG 668/2017, Art. 22); IGSU carries out market surveillance of fire-safety-related construction products.

Design considerations

Fans inside the car park must be more than 3 m from parked cars or screened by EI 60 construction (NP 127, Art. 134). Wolter jet fans are available in F300 and F400 classes rated for 120 minutes.

How we work

Jetfans engineers handle selection, calculations and CFD remotely and prepare documentation in English and Russian; on site we work with local installation partners. Equipment from Germany and Korea is delivered to the construction schedule. We are looking for distributors and installers in Romania.

FAQ

Frequently asked questions

Which documents do smoke exhaust fans need in Romania?

CE marking and a Declaration of Performance (DoP) under Regulation (EU) No 305/2011, based on the harmonised standard EN 12101-3. Wolter fans are supplied with these documents.

Is jet-fan smoke control accepted in Romania?

Yes. NP 127 explicitly allows jet fans to direct smoke towards the exhaust points, in addition to mechanical extraction (Art. 111(3)), with class F300 120 (Art. 132).

Do you work in Bucharest?

Yes. We support projects across the country — in Bucharest, Cluj-Napoca and Iași and other cities.

Need equipment selection or a system design?

Send us the layouts or the brief — we will prepare a selection, a calculation and a quotation.
