Market and projects

Construction output in Latvia grew 9% in 2025, and permits were issued for 2,503 new residential and 814 new non-residential buildings (Central Statistical Bureau).

Codes and approvals

Smoke exhaust for underground storeys and car parks is governed by the Latvian construction standards (LBN) and the fire safety regulations:

  • LBN 201-15 “Fire safety of structures” (Cabinet Regulation No. 333) (30 Jun 2015, amended by No. 724 of 9 Dec 2025) — official text: smoke and heat exhaust in underground storeys deeper than 4 m (p. 170), mechanical where natural exhaust is impossible (p. 171); automatic systems run at least 30 minutes (p. 201); sprinklers in underground storeys over 1,000 m² deeper than 4 m and in mechanised car parks for 25 or more vehicles (p. 195); open structures excepted
  • LBN 231-15 — heating and ventilation (Cabinet Regulation No. 310) (amended by No. 362 of 30 Jun 2026) — official text: general ventilation systems may not be used as smoke exhaust systems (p. 78)
  • Fire Safety Regulations (Cabinet Regulation No. 238) (19 Apr 2016, in force until 2 Jan 2027) — official text: mechanical smoke exhaust systems may not be used for ventilation (p. 166.4)

Latvian codes do not mention jet fans and prohibit using smoke exhaust systems for everyday ventilation. Read literally, one system cannot do both jobs, so a dual-mode jet-fan concept should be agreed with the State Fire and Rescue Service (VUGD) early in design.

Fire authority: State Fire and Rescue Service (VUGD).

Equipment documents

Wolter smoke exhaust fans are supplied with CE marking and a Declaration of Performance (DoP) under the Construction Products Regulation (EU) No 305/2011: they are tested to EN 12101-3, and factory production control is supervised by the notified body MPA Braunschweig.

The declaration of performance and instructions must be provided in Latvian (Cabinet Regulation No. 156 of 2014, point 4); market surveillance is carried out by the Consumer Rights Protection Centre (PTAC).

How we work

Jetfans engineers handle selection, calculations and CFD remotely and prepare documentation in English and Russian; on site we work with local installation partners. Equipment from Germany and Korea is delivered to the construction schedule. We are looking for distributors and installers in Latvia.

FAQ

Frequently asked questions

Which documents do smoke exhaust fans need in Latvia?

CE marking and a Declaration of Performance (DoP) under Regulation (EU) No 305/2011, based on the harmonised standard EN 12101-3. Wolter fans are supplied with these documents.

Is jet-fan smoke control accepted in Latvia?

Latvian codes do not mention jet fans but prohibit using smoke exhaust systems for everyday ventilation, so a dual-mode jet-fan system should be agreed with VUGD early in design.

Do you work in Riga?

Yes. We support projects across the country — in Riga, Daugavpils and Liepāja and other cities.

Need equipment selection or a system design?

Send us the layouts or the brief — we will prepare a selection, a calculation and a quotation.
