Market and projects
Georgia issued 11,578 building permits covering 11.4 million m² in 2025; Tbilisi accounted for 56% of that floor area and Adjara (Batumi) for another 1.9 million m². Construction output rose from GEL 13.5 billion in 2023 to GEL 18.1 billion in 2025 (Geostat).
Codes and approvals
Building design in Georgia is governed by the Technical Regulation “Building Safety Rules”, organised along the chapters of the US International Building Code (IBC). The standards it references (mostly NFPA) are mandatory, but other standards that correspond to them, such as EN, are permitted (cl. 102.3):
- Technical Regulation “Building Safety Rules” (Government Resolution No. 41) (28 Jan 2016, in force from 1 Jan 2017, last amended by No. 426 of 4 Sep 2026) — official text: its chapters follow the US International Building Code (IBC); enclosed parking garages need mechanical ventilation (cl. 406.6.2); the whole building is sprinklered where the enclosed garage fire area exceeds 1,200 m² or the garage lies beneath another occupancy, with exceptions (cl. 903.2.10); smoke control systems are justified by rational analysis (cl. 909.4), with the design fire set by calculation or modelling (cl. 909.9)
- Technical Regulation on Construction Products (Resolution No. 476 of 2018), Annex VII (as restated by Resolution No. 155 of 8 Apr 2026) — official text: smoke and heat control fans to EN 12101-3 (national standard სსტ ენ 12101-3:2015/2016) are listed as regulated construction products (item 59) from 1 Jul 2026
The rules do not mention jet fans. Where a building has a smoke control system, it is justified by rational analysis and the design fire is set by calculation or modelling (cl. 909.4, 909.9), which is the basis for a CFD-justified jet-fan design.
Fire authority: Emergency Management Service, Ministry of Internal Affairs of Georgia.
Equipment documents
Georgia recognises EU technical regulations: CE-marked products are admitted without additional conformity assessment (Code on Product Safety and Free Movement, Art. 94(5)). Since 1 July 2026, EN 12101-3 smoke and heat control fans have been on the list of regulated construction products; instructions and safety information are provided in Georgian, with the importer’s name and address.
How we work
Jetfans engineers handle selection, calculations and CFD remotely and prepare documentation in English and Russian; on site we work with local installation partners. Equipment from Germany and Korea is delivered to the construction schedule. We are looking for distributors and installers in Georgia.
